I've never heard of anyone painting their belt, so can you explain what you are trying to do in more detail.

You can have it cheap.
You can have it fast.
You can have high quality.

There are web sites I've seen back in the day where you can purchase an already colored primary belt. Its been a while since I'd seen them. Got rid of my open belt primary '63 pan back in 2006-2007ish.

From what I've seen, the decals are from the manufacturer and not added by the end user.
I guess you could use a vinyl decal on it, worst thing that happens is it falls off.
Painting would probably be the same. IF you can find a flexible paint I suppose it would do what you need.
A thin coat of spray paint would most likely be the way I'd go if I wanted to do it.

Wonder if that Krylon paint for plastic would work. It would probably be more flexible than most given it's for plastic which may flex more than some materials.

That is what I was thinking of, and if done with a thin coat it might work, Start working on your graphic stencil skills.
