I also share this theory. By using differing exhausts, air filtration systems, super-tuners and downloads, I achieved cooling by enrichment. I believe the real problem is MoCo walking a fine line between performance at the consumer level and making EPA numbers as a corporation.
While we could sit here all day and talk about fuel, eventual water-cooling and antique engines, the problem for us is the individual bikes we own and our daily problems. After I did this same monkey-motion on my Sportster--which cleaned up some of heat problems--the mechanic and I discussed that my new download was probably the way the bike should have left the factory.
I equate these problems to buying a computer, but then having to install other 2.0 programs and "patches" to make the thing work. More to the point, I also believe that any Harley shop should recognize this member's issue and know how to fix it by rote.
